I agree with you in that it doesn't take much to implement a "simple, clean functional interface" - however that definition can cover anything from a basic, CSS-less HTML form to something much more complicated in terms of coding. While I do think functionality overall trumps design in most cases, a strong interface can go a long way in creating conversions and improving usability. A functional but poorly designed (esp. in terms of layout) website can indeed break a business, which is why I suggest developers to have a basic understanding of design too. Rather, the point of the article was to suggest methods and practices that can help hone your sense of design and usability. I completely agree that a simple, clean and functional design can go a long way, it's definitely a proven concept. All design elements of a website are, for the most part, a matter of opinion, add very little value to your site and in many cases can be detrimental to the usability and functionality of your website. Take a hint from the leaders, Google, FaceBook, YouTube, Microsoft, eBay, Twitter, you name it. Any website that is developed to serve many users successfully will have a very simple, clean and functional design without overwhelming graphics, Flash or other page elements that do nothing other than consume valuable server resources and annoy many of your users.
